Next steps and findings
We have received the two reports (FRA and FRAEW) from Osborn Associates. Work is being done to combine these two reports, and when these are combined, they will form the Single Building Assessment. The inspections have confirmed that the overall fire risk rating for Kirkgate House remains at ‘medium’.
However, our understanding of how a fire may spread has changed.
The insulation within the cavity wall (the area between the internal and external walls) is combustible and not all windows have fire barriers (these are fire resistant materials that help stop fire spreading), which could potentially lead to fire spreading from within a flat into the cavity wall and beyond. We’ve also identified some repairs and other improvements to improve firestopping in communal areas of the building.
We have already taken steps to manage the fire risk, including engagement events with residents with Scottish Fire and Rescue Service, but we still need to make major improvements following the recommendations in the report.
Kirkgate House is one of the blocks that will be in the next phase of our whole block improvement programme, making our buildings safer, warmer and more comfortable places to live.
We’ve appointed a specialist consultant, Atkins Realis, to look at:
- whether it’s possible to completely remove the cavity wall insulation
- replacing mechanical, electrical and plumbing services
- upgrades to common areas, foyers and stairwells, including decoration improvements and security upgrades
- potentially removing the bin chute to reduce the risk of fires
- protecting the external wall which is showing signs of deterioration
- replacing the roof and windows
- exploring better ventilation systems
- a review of the continued use of gas
- the energy performance of the block and improvements so homes retain heat, reduce energy use and lower bills.
