Proposed Controlled Parking Zones
When communities across the city asked us to tackle parking problems, we carried out parking surveys to identify where problems were present. Having identified parking pressures in Priority Parking Areas (PPAs) B1, B4, B5, and in the Fettes area, we asked for public feedback, which told us that residents can struggle to find parking near their homes, and that there are issues with long-term parking of non-resident vehicles and inconsiderate or dangerous parking. Controlled Parking Zones (CPZs) are proposed to address parking pressures and improve parking access for residents.
Priority Parking Areas B1, B4 and B5
Proposal
Two separate CPZs are being proposed, one covering the B1 PPA and another which encompasses the B4 and B5 PPAs. View the proposal for the B1 PPA, or you can . CPZs have been proposed in order to reduce and resolve the parking issues noted via the feedback the Council received and the information gathered during parking surveys.
Although priority parking restrictions are currently in place Monday to Friday from 10am to 11.30am in the B1 PPA, and Monday to Friday 11.30am to 1pm in the B4 and B5 PPAs, feedback indicates that parking issues often occur out with the current restricted period. In view of this, the Council is proposing the introduction of two new CPZs, which would operate from Monday to Friday, 8.30am to 5.30pm.
All of the permits that are currently available in your area, including permits for residents, visitors and tradespeople, would be available in the new proposed zones.
Parking permits
Currently, permits are available to residents in the B1, B4 and B5 PPAs, allowing for their vehicles to be parked in priority parking bays during the one and a half hour restricted period. As the proposed CPZ would be restricted Monday to Friday, 8.30am to 5.30pm, new residents’ permits would be offered.
Permits would be available to residents, their visitors, and certain businesses within the proposed CPZ. We also operate parking permit schemes to enable qualifying health, social care and trades workers to carry out their work within a CPZ.

Fettes
Proposal
The proposal for the Fettes area, which can be viewed on our proposal map, is to introduce a new CPZ. A CPZ manages all the available space, allowing us to solve parking issues.
The proposed CPZ would operate between 8.30am and 5.30pm, Monday to Friday, with all kerbside space being controlled, typically using parking places or yellow lines.

The proposed CPZ would make permits available to residents, their visitors and certain businesses. The Council also operates parking permit schemes to enable qualifying health, social care and trades workers to carry out their work within a CPZ.

Have your say – Formal consultations for priority parking areas B1, B4, B5 and the Fettes area
The formal consultation period for all of the above proposals starts on 6 June 2025 and ends on 4 July 2025. This is part of a legal process where we advertise the proposals under their respective Traffic Regulation Orders (TROs) and seek feedback.

Drop-in sessions will also be held by the Council to provide members of the public with the opportunity to view Controlled Parking Zone proposals, ask questions and ask for any assistance they may need to engage with the statutory consultation process. Consultation responses
We’ll review all the responses we receive and the results will be collated into a report for the Council’s Traffic Regulation Order Sub committee. The committee will make a decision based on their consideration of the consultation results. We expect to report back to the committee in late 2025 or early 2026.
