Easter Road - Proposed Controlled Parking Zone
Introduction
Following feedback gathered from residents in 2021, which indicated that there were parking pressures in the area, the Council carried out parking monitoring surveys in 2025. The 2025 survey data was reported to the Council's Transport and Enviornment Committee, and members approved the commencement of a process to propose a Controlled Parking Zone (CPZ) in the Easter Road Area. Proposal
The proposed CPZ would operate between 8.30 am and 5.30 pm, Monday to Friday, with all kerbside space being controlled by parking places or yellow lines. A CPZ ensures that long stay parking by commuters is discouraged, leaving more space for residents and their visitors. Maximum lengths of stay create a turnover of parking that benefits businesses, improving accessibility for customers. A CPZ also helps to reduce vehicular dominance and improve the quality of our streets by encouraging visitors to consider more sustainable travel options. In turn, this improves road safety, reduces levels of harmful emissions, and improves travel efficiency.
Permits would be available to residents, their visitors, and certain businesses. The Council also operates essential user and trades parking permit schemes, so health, social care and trades workers can park when working within a CPZ.
Engagement
Before the proposal is formally advertised, Officers would like to gather feedback from residents and local businesses. We will hold two drop in sessions at Norton Park Business Centre, 57 Albion Road, on the following dates:

Following the sessions, we will review the feedback we receive and consider required changes before the proposal is formally advertised. The formal advertisement of the proposal which will form part of the Traffic Regulation Order process, will provide members of the public with a further opportunity to provide feedback in the form of comments or objections. We will write to residents and local businesses again before the proposal is formally advertised.
