We have started work on City Plan 2040 which will be our next local development plan after City Plan 2030.
There are several stages that we need to go through as we prepare City Plan 2040.
Evidence Report
The Evidence Report is the first stage of the City Plan 2040 process. We have completed our Evidence Report and it was approved by Planning Committee on 3 June 2026 and agreed by Council on 25 June 2026. It will be submitted to the Scottish Government for ‘Gate Check’ who will decide whether we have sufficient evidence to start to prepare the Proposed Plan.
The Evidence Report contains 26 topic papers on a range of subjects and 17 Place Profiles for the different wards within the city. It sets out implications for the evidence that need to be considered for the Proposed Plan.

Evidence Report supporting documents
The following draft documents have been produced to support the City Plan 2040 Evidence Report. The work has been undertaken to provide baseline evidence at this stage and do not represent decisions on specific sites, allocations or changes to existing plan policies.

Development Plan Scheme
We have produced a Development Plan Scheme which explains the different stages and sets out the timetable for plan preparation.
Local Place Plans
We are inviting communities across the Edinburgh Council area to prepare Local Place Plans in accordance with Schedule 19 of the .
Planning authorities are required to take registered Local Place Plans into account when preparing a local development plan.
A Local Place Plan is a community led document created by community groups. It sets out their ideas for the future development and use of land in their area. Find out in more about what is involved in Local Place Plans.
There is still time for Edinburgh communities to produce a Local Place Plan. The deadline for Local Place Plans is September 2026.

Self-build Housing Register
Section 16E of requires planning authorities to maintain a list of people interested in acquiring land for self-build housing, and to publish that information. View our self-build housing register here.
