Queensferry Campus

Our proposals and engagement so far

Queensferry’s population has seen significant growth in recent years and is predicted to grow further by 2030.

We have a number of buildings and facilities in the local area, with many reaching the end of their usable life and no longer fit for purpose.

Previous engagement has told us that people would like services and facilities in a more central and accessible location.  

Our vision and what we have asked people

We listened to what people said and are proposing a new community hub on Burgess Road: the new Queensferry Community Campus.

A community hub is a building that is open and accessible to the local community, providing services that the local community wants and needs.

During the last phase of engagement we asked people for their views on our initial vision for a Community Campus at Queensferry Primary School and Burgess Park. We proposed that this Campus would include

  • building a new Early Years Centre at the north end of Burgess Park,
  • retaining and enhancing greenspace at the south end of Burgess Park; and extending Burgess Park by removing the Roads Depot,
  • relocating Queensferry’s public library to the current Early Years building. .

Our engagement to date

We ran a 12-week online survey on the initial proposals between 27 January and 21 April 2025. You can read more about the feedback we received in our summary of engagement events and online survey report.

During this consultation period we held public drop-in events at Queensferry Library, Scotmid Co-Op and Tesco South Queensferry, where officers were available to discuss plans and listen to people’s views.

We also held a series of workshops with stakeholder groups throughout the consultation period:

Some common questions, ideas and suggestions from the engagement included

  • concern about the loss of Burgess Park and a reduction in high-quality useable green space in Queensferry,
  • the impact the vision could have on traffic and parking on Burgess Road and the surrounding area,
  • whether the depot site could become the location for the new nursery,
  • the opportunity the vision presented to provide better access to more services and facilities in Queensferry,
  • the need to provide better access to NHS services in Queensferry,
  • and concerns about the loss of after school provision within Queensferry.

An architect’s impression of how the campus could look, following people’s feedback from our initial phase of engagement. This is not a final design, but shows the possibilities in the space. The ideas will now be developed in detail with help from the community.

The responses to our survey showed a range of views on the vision:

  • 48% of responses agreed that the vision would improve access to services; 34% disagreed.
  • 46% of responses agreed with co-locating the library and community spaces in the current Early Years building; 37% disagreed.
  • 41% of respondents agreed that using part of the park for a new Early Learning and Childcare Centre is a good solution; 43% disagreed.

All of the feedback and comments we received provided valuable insights. We’ve used these to further investigate and develop our proposals. As part of this we’ve undertaken more feasibility and design work with our partners, including the NHS. This work showed us that

  • the vision results in a gain (not a loss) in high-quality useable green space in Queensferry,
  • the NHS would like space in the new Community Campus to expand its services, but needs finance and board approval first,
  • the depot site in not suitable for a nursery (you can read more about this on our Your Questions Answered page)
  • the After School Club can be accommodated in the main school building once the dining hall is extended,
  • and the Early Years Centre is better being built on the south end of Burgess Park rather than the north.

We will now use these findings to develop more detailed proposals for the campus, which we’ll then present for public consultation. Click on to the next page to find out more.

Consultants' Options Appraisal

We’ve used the feedback from the first phase of engagement to further develop our initial proposals and prepare some potential design options. We will now work with local people and partners to develop more detailed proposals based on these ideas.
